An apostille can only be issued in the country where the document was issued. For a document from Pakistan that means Pakistan’s designated authority; no other country can apostille it. We coordinate the submission in Pakistan, the notary reviews your application first, and the document is returned with the apostille – by courier or, where Pakistan issues electronic apostilles, as a verified PDF.

MOFA apostille: the official procedure in Pakistan

In Pakistan apostilles are issued by the Ministry of Foreign Affairs (MOFA) through its Attestation and Apostille sections in Islamabad and the camp offices in Karachi, Lahore, Peshawar and Quetta. Documents must be verified first by the body that issued them – HEC for degrees, the Inter Board Committee (IBCC) for school certificates, NADRA for civil-status documents – before MOFA will apostille. Germany, Austria, Czechia, Denmark, Finland, Greece, the Netherlands and Poland objected to Pakistan’s accession, so for those countries Pakistani documents are legalised or verified instead.

  1. 1

    Verification by the issuing body

HEC attestation for university degrees, IBCC for matric/intermediate certificates, NADRA-issued computerised certificates for birth, marriage, divorce and family registration.

  2. 2

    Submit to MOFA

Apply at MOFA Islamabad or a camp office (many applications are received through designated courier partners).

  3. 3

    Apostille

MOFA attaches the apostille sticker; for objected destinations MOFA attestation is followed by embassy legalisation.

  4. 4

    Translation & delivery

We add the translation the destination needs and ship worldwide.

Before the apostille – by document
  • Degree / transcript: HEC attestation first.
  • School certificates: IBCC attestation first.
  • Birth, marriage, divorce: NADRA computerised certificate (union council certificates are converted).
  • Police certificate: Character certificate from the district police, attested by the Home Department.

Where an apostille from Pakistan is not enough

An Article 12 objection is in force between Pakistan and the following states – documents for them need consular legalisation, which we organise instead:

Apostille in Pakistan: questions

No. Germany objected to Pakistan’s accession in 2022. Pakistani documents for Germany are verified through the German Embassy in Islamabad; German documents for Pakistan are legalised by the Pakistani mission.

All Convention countries except the objecting states (Germany, Austria, Czechia, Denmark, Finland, Greece, the Netherlands, Poland) – for example the UK, the US, Saudi Arabia, Oman, Italy, Spain, Canada and Australia.

Under Article 6 of the Convention Pakistan has designated: At Ministry of Foreign Affairs Headquarters, Islamabad:; Assistant Director (Consular), Ministry of Foreign Affairs; Assistant Director (Apostille), Ministry of Foreign Affairs; At Foreign Affairs' Liaison OIIices in Karachi, Lahore, Quetta, Peshawar and Gujrat:. The notary reviews your application and we route the document to the right office.

In all Contracting States except Austria, Czechia, Denmark, Finland, Germany, Greece, Netherlands, and Poland: an Article 12 objection is in force between them, so documents for these states need consular legalisation instead. Non-Convention countries (for example the UAE, Qatar, Egypt) always need legalisation.

The authority’s fee listed with the HCCH: Ordinary Documents Rs 500/- Power of Attorney Rs 700/- Commercial Documents Rs 3000/-. Official fees are passed through 1:1 and shown separately from Notaryzer’s service fee in your written quote; nothing is charged before you accept.

The apostille itself is standardised and accepted without translation. The document is in English or Urdu; most recipients abroad want a sworn or certified translation into their language, which we add in the same order.

The Convention has been in force for Pakistan since March 9, 2023.
