Russia has applied the Hague Apostille Convention since May 31, 1992. Public documents from other Convention countries – civil-status certificates, diplomas, police certificates, notarial deeds, court decisions and company documents – are accepted in Russia with an apostille from the issuing country, unless an Article 12 objection is in force between the two states. No embassy or consular step is required.

In Russia several authorities issue apostilles depending on the document: regional civil-registry (ZAGS) authorities for birth, marriage and death certificates, territorial bodies of the Ministry of Justice for notarial and court documents, the Ministry of Internal Affairs for criminal record certificates, and education authorities for diplomas and school certificates.

Russian practice is strict on translations: the entire document including the apostille must be translated into Russian, and the translator’s signature is typically certified by a Russian notary. Powers of attorney are often drafted bilingually so that they match Russian notarial wording. Common cases are inheritance, property sales, marriage and citizenship matters, and diploma recognition.

Russia is among the states that objected to Kosovo’s accession, so apostilles do not operate between Russia and Kosovo; legalisation applies there.

Notaryzer handles it end to end: the notary reviews your application, we organise the apostille or legalisation in the issuing country, arrange the translation and ship the result to you or directly to the recipient in Russia.

  • Translate the apostille as well as the document itself
  • Use a bilingual power of attorney that follows Russian notarial wording
