Kosovo has applied the Hague Apostille Convention since July 14, 2016. Public documents from other Convention countries – civil-status certificates, diplomas, police certificates, notarial deeds, court decisions and company documents – are accepted in Kosovo with an apostille from the issuing country, unless an Article 12 objection is in force between the two states. No embassy or consular step is required.
Kosovo’s accession is recognised by many Convention countries, but an unusually large number of states have raised Article 12 objections: Austria, Azerbaijan, Belarus, Brazil, Chile, Cyprus, Ecuador, France, Georgia, Germany, Mauritius, Mexico, Moldova, Nicaragua, Romania, Russia, Serbia, Spain and the United States. Between Kosovo and each of these states the apostille is not accepted in either direction.
For those pairs, documents intended for Kosovo – powers of attorney, civil-status documents, court decrees – are certified in the issuing country and then legalised by Kosovo’s embassy or consulate there. Kosovar documents for an objecting state go through that state’s own route: Germany, for example, has Kosovar documents verified through the German Embassy in Pristina. With all other Convention countries the Kosovo apostille route applies normally.
Typical cases are diaspora powers of attorney for property and inheritance in Kosovo, marriage and civil-status registration, and Kosovar birth certificates, diplomas and police certificates for work, study and family reunification abroad. Kosovo’s official languages are Albanian and Serbian; translations into one of them are usually expected.
Notaryzer handles it end to end: the notary reviews your application, we organise the apostille or legalisation in the issuing country, arrange the translation and ship the result to you or directly to the recipient in Kosovo.
- Check the objection list first – for the US, France, Spain and Germany an apostille will not work
- For objecting states, plan legalisation or verification, which takes longer than an apostille
- Ask the recipient whether the translation should be into Albanian or Serbian
