Philippines has applied the Hague Apostille Convention since May 14, 2019. Public documents from other Convention countries – civil-status certificates, diplomas, police certificates, notarial deeds, court decisions and company documents – are accepted in Philippines with an apostille from the issuing country, unless an Article 12 objection is in force between the two states. No embassy or consular step is required.
Philippine apostilles are issued by the Department of Foreign Affairs (DFA) Office of Consular Affairs and its consular offices. Several documents need a prior step: school records and transcripts are first authenticated by CHED, DepEd or TESDA, and licences by the PRC; civil-status documents should be on PSA security paper and NBI clearances are issued by the NBI.
Germany’s Article 12 objection is still in force (the earlier objections of Austria, Finland and Greece have been withdrawn). Between the Philippines and Germany a DFA apostille is not accepted and documents go through legalisation or verification by the German mission; with other Convention states the apostille applies.
Typical uses are healthcare and caregiving recruitment abroad, where PSA certificates, NBI clearances, diplomas and PRC licences are needed, and, for documents used in the Philippines, Reports of Birth and Marriage filed at Philippine posts, property and inheritance matters, and court recognition of foreign divorce decrees.
Notaryzer handles it end to end: the notary reviews your application, we organise the apostille or legalisation in the issuing country, arrange the translation and ship the result to you or directly to the recipient in Philippines.
- Get CHED, DepEd, TESDA or PRC authentication before booking the DFA apostille
- Order civil-status documents from the PSA on security paper
- Documents for Germany need the German embassy route, not a DFA apostille
