A registration certificate is issued by the local registration office or municipality (Bürgeramt, ayuntamiento, comune, nüfus müdürlüğü, gemeente). It is used abroad to prove residence for tax purposes, to claim pensions, to open accounts, to deregister from another country or to support visa and citizenship applications.
As a document of a municipal authority it is apostilled by the designated authority of the issuing country – in many countries the same office that handles civil-status documents. It must carry an original signature or seal; purely electronic PDFs can only be apostilled where the country runs an e-apostille system.
Combined with a police certificate and civil-status documents it forms the typical residence dossier for the Gulf, Türkiye, Latin America and Asia.
Between EU member states: Proof of residence is covered by Regulation (EU) 2016/1191 – no apostille between EU member states; ask for the multilingual form.
