在除阿尔及利亚、孟加拉国、布隆迪、科索沃、吉尔吉斯斯坦、蒙古、巴基斯坦、塞内加尔、塔吉克斯坦、突尼斯、乌兹别克斯坦和越南以外的所有缔约国均被接受：这些国家与之存在依据第12条提出的有效异议，因此发往这些国家的文件需改为办理领事认证。非缔约国（例如阿联酋、卡塔尔、埃及）一律需要领事认证。

海牙认证本身是标准化的，无需翻译即可被接受。该文件的语言为德语；大多数国外接收方要求提供译成其本国语言的宣誓翻译或认证翻译，我们可在同一订单中一并办理。
公约自1968年1月13日起对奥地利生效。
